My Lord,
I have the honour to forward for Your Lordship's consideration copies of certain correspondence which has passed between this Government and the Government of the Straits Settlements on the question of the payment of £38 as travelling expenses of the Reverend C. E. —
Swinnerton who proceeded to England in July, 1918, for the purpose of joining His Majesty's Forces.
Mr. Swinnerton travelled direct to Hongkong
from British North Borneo and was unable to call at
Singapore. He produced at the Colonial Secretary's Office a telegram from the Generel Officer Commanding the Troope at Singapore, of which I enclose a copy, and after reference was made to Singapore regarding the question of the issue
of a passport for his wife and child, the sum of £38 was
advanced to Mr. Swinnerton for his passages. The issue of this passport was reported in Sir Henry May's despatch No. 210 of the 16th July, 1918.
I agree that the sum is not properly charge-
-able to the Government of the Straits Settlements and have accordingly caused a refund to be made in the next quarterly accounts. The sun was paid on the strength of the telegram
